Bai Mass Taal, a fomer secretary of state for Fisheries and Water Resources, has been appointed as the executive secretary of the African Ministers Council on Water (AMCOW), according to the magazine Addis Ababa Highlights, a joint publication of the United Nations Environment Programme (UNEP) and African Union (AU).

Established in April 2002 in Abuja by ministers responsible for water in 41 African countries, the African Ministers Council on Water (AMCOW) has been mandated to promote cooperation, security, socio-economic development and poverty eradication, through the management of water resources and provision of water supply services.

AMCOW is actively engaged in keeping the state of Africa's water under review, and promoting desirable actions of common interest to Africa by all stakeholders. It also facilitates regional and international co-operation, through the coordination of policies and actions amongst African countries, regarding issues surrounding water resources.
