Alhaji Mustapha L Carayol, the chairman of the Independent Electoral Commission (IEC) was one of those who were privileged to observe the presidential run-off elections in Ghana.

The polls were conducted yesterday, Sunday, 28 December 2008. According to a press release from the IEC, the chairman was invited "to this mission by the chairman of the African Union to be part of an elections observation team that is made up of erudite people in the realm of elections."
